Yes, this is a remotely controlled camera.It appears to be operating from a UHF receiver, and perhaps sending video also by UHF. Somebody has to be watching it somewhere, or how would they operate it and what would be the point.
It has it's own screen wiper, which could be remotely controlled or automatic.
The pan'tilt camera is of a size that suggests it has not got powerful optics, and probably in use for observing farm stock and/or for security use.
Whilst not impossible, it does suggest it is not powerful or close enough to 'closely' observe the caravan park below.
Whilst it is of reasonable build, it does not seem to be of the expense an 'official' installation would have. There is no apparent security.
